Who We Are:
Public Railways is a division of the South Carolina Department of Commerce and operates three common carrier railroads. We also provide technical assistance and consulting service in railroad matters to state, local and municipal governments.
The Port Utilities Commission of Charleston (PUCC) and the Port Terminal Railroad (PTR) provide switching services to the terminals of the State Ports Authority, interchanging with CSX Transportation and Norfolk Southern.
The East Cooper and Berkeley Railroad (ECBR), a short line railroad, located in southern Berkeley County serves BP Chemical and Nucor Steel. In addition, several industrial sites are available for development adjacent to the railroad.

Provide safe, efficient, and cost-effective rail solutions to facilitate the movement of freight and support economic development efforts; thereby, promoting the economic viability of the State of South Carolina.

Service to our customers is our commitment. Each employee is responsible for performing their job in a manner consistent with meeting customer service commitments. Safety is a number one priority for SCPR. We comply with all FRA and OSHA regulations and all of our employees go through a very strict Internal Training program as well as Specialized Craft Training. We strive to empower our employees by providing them with an opportunity to participate in decisions that affect them and our operations, an opportunity to talk about their concerns and suggestions, a safety suggestion box, and an opportunity to present good faith challenges in order to make everyone responsible for their own safety. Our Safety & Operating Rule Book, Internal Policies and Procedures, Specialized Work Manuals, Operations Notices, Bulletins and Directives all contribute to the strict safety standards that SCPR upholds.
